Moscow, May 17 – The State Duma in the first reading adopted amendments to the Law on the Treatment of Animals, according to which regions will have the right to independently decide the fate of stray animals. This is evidenced by the information published on the official website of the department.
The explanatory memorandum to the bill indicates that decisions regarding the issue of animals without an owner will be subject to the authority of the “superior official of the matter”.
The head of the Committee on the Environment, Natural Resources and Environmental Protection Dmitry Kobylkin explained that the bill does not eliminate the existence of shelters and that many regions declare their willingness to “continue this practice.” In addition, the authors of the initiative stressed that the decision should be made “taking into account the position of citizens.”
Earlier, Vladimir Burmatov, deputy chairman of the State Duma Committee on the Environment, told the News Agency that the decision to register animals should be given to the authorities of the subjects of the Federation, since they place a colossal demand for this.
