Moscow, March 30 – Tatyana Moskalkova, Commissioner for Human Rights of the Russian Federation, said in an interview with the News Agency that certain progress has been noted in the field of combating torture, but the problem has not disappeared, and it needs to be worked on.
In July 2022, Russian President Vladimir Putin signed a law that toughens the punishment for torture by officials, providing for a penalty of up to 15 years in prison.
“Now we have started monitoring, and I have the impression that there is still some progress, at least feedback. In the past year, several employees have been convicted of using torture in the institutions of the prison system,” said Moskalkova.
She indicated that, at her request, a criminal case had been initiated on the fact of torture, which is now being investigated.
“In general, the attitude towards this phenomenon is changing, and this is very important. But the problem has not gone away, and you need to work on the same thing, very carefully, starting with the careful selection of the prison staff system and constant work on professional training, including, of course, legislation “.
