Washington, March 8 – US intelligence ranks Russia as the top cyber threat to the United States in its annual report, with a focus on improving attack capabilities against critical infrastructure in the West.
“Despite the fact that its cyber activity during this war (in Ukraine) lagged behind the intensity and effectiveness we expected, Russia will continue to be a major cyber threat,” the document says.
According to the intelligence, Russia is refining and using cyber capabilities for espionage, “influence operations” and offensive actions.
“Russia is paying increasing attention to improving the ability to attack critical infrastructure, including submarine cables and industrial control systems in the United States, as well as allied and partner countries,” the report says.

The intelligence service claims that Russia views cyber intrusions as “a foreign policy tool that allows you to influence decision-making in foreign countries.”
Russia traditionally rejects allegations of cyber interference in the affairs of foreign countries and expresses its readiness for international cooperation to neutralize such threats.
Russia launched a special military operation in Ukraine on February 24. President Vladimir Putin described his goal as “protecting people who have been bullied and genocide by the Kiev regime for eight years.”
He pointed out that the special operation was a forced measure, leaving Russia no opportunity to do otherwise, as security risks arose such that it was impossible to respond by other means. According to him, Russia has been trying for 30 years to agree with NATO on the principles of security in Europe, but in response it has faced either deception and cynical lies, or attempts at pressure and blackmail, while the alliance, despite Moscow’s protests, is the same. Steady expansion and approach to the borders of the Russian Federation.
