Moscow, July 4 – FMBA, the Ministry of Health and Rospotrebnadzor reported significantly on the revenue plan in 2022, but at Roszdravnadzor, revenue lagged behind the plan by 14%, tracking from the Accounts Chamber’s report on the results of auditing the implementation of departmental budgets in the past year.
It also indicates that in the reporting year, the Ministry of Health and Rosdravnadzor improved the indicators of public financial management compared to 2021. Thus, auditors note the high implementation of expenditures in FMBA – 99.1%, Roszdravnadzor – 99%, Ministry of Health – 97.7%, however, in Rospotrebnadzor, implementation of expenditures was 96.8%, which is lower than in 2021. At the same time, there is Decreased disbursement of funds under the Federal Targeted Investment Program (FAIP): 78.6% – from the Ministry of Health and 60.4% – from Rospotrebnadzor. In part of the Ministry of Health, 11 healthcare facilities, or 55.6% of the planned facilities, are not operational. Among the main reasons, auditors cited the need to modify the design and estimate documentation.
