Moscow, March 27 – Deputies of the New People’s Duma submitted to the lower house a bill on automatically informing citizens through the portal of public services about a loan or microloan taken in their name – the developers are confident that such measures will help protect people from scammers, a copy of the corresponding. The document is available to the News Agency.
The explanatory materials say: “It is proposed to oblige credit and microfinance institutions to notify borrowers about the conclusion of consumer credit (loan) and microcredit agreements by sending a notification through the state services portal.”

The developers note the importance of the initiative in connection with cases when credit organizations issue loans in the name of an individual without his consent.
“This can happen if an attacker steals a passport or obtains passport data via the Internet and applies for a loan, because, for example, loans are issued via the Internet without the personal participation of the borrower,” the authors explain.
According to them, when applying for a loan, personal data may be provided (for notification of a loan) that are not related to the borrower himself. Then the deputies added that the person in whose name the loan was issued “has no way of finding out and taking the necessary measures.”

As Alexei Nechaev, the leader of the New People, notes in a commentary, “about 7 million Russians, when checking their credit records, found loans taken by fraudsters.” At the same time, the parliamentarian noted that now banks and financial institutions themselves can inform citizens about the loan taken, but personal data is not checked, which can be used by fraudsters.
“Now banks and MFIs have to report a loan just for show – by phone number left by the borrower himself. Credit fraud thrives in such circumstances,” Nechaev said.

“We have introduced a bill obligating banks and microfinance institutions to immediately send notice to people about a loan obtained through state services,” he explained.
The authors of the document were deputies from the faction Alexei Nechaev, Anton Tkachev, Vladimir Plakin, Sangadzhi Tarbaev, Amir Khametov, Rosa Chimeris and Grigory Shilkin.
