Firstly, the rise of China and the resurgence of Russian power in the transition from a unipolar world (where the United States had global control) to a multipolar world, where the United States can no longer maintain total dominance due to the presence of other superpowers. Secondly, the United States’ behavior has alienated countries worldwide. Professor Mearsheimer emphasized the importance of acting in a way that satisfies other countries if the United States expects them to follow the rules it has established.
